Parties in the Phonorecords V proceeding have submitted their rate proposals to the US Copyright Royalty Board, kicking off the process that will determine mechanical royalties paid by on-demand streaming services to songwriters and publishers for 2028 through 2032.

The Digital Media Association, which represents major streaming platforms, is using the filing to highlight that publishing revenues have grown 30% since 2022, arguing the current rate structure is already delivering strong returns for rights holders. The figure is likely to be contested as songwriter and publisher groups push for further increases in the new rate-setting term.

The CRB proceeding will play out over the coming months, with a final determination expected to shape streaming economics for the US music publishing sector well into the next decade.
